Thailand school safeguarding systems explained
A Thai school has several places to report a child-safety concern and one job nobody else can do for it: keep its own accountable record. This page explains the Ministry channels, the government case system, the helplines and where a school safeguarding system such as Child Protect fits.
Quick answer
Which systems exist for child safety in Thai schools?
Ministry of Education channels (the MOE Safety Center and Traffy EDU) receive incident reports. The Department of Children and Youth runs CPIS, the Child Protection Information System used by social workers. Police (191), emergency medical services (1669) and the MSDHS Social Assistance Centre (1300) respond to people in danger. None of these is the school's own confidential case record. A school safeguarding system such as Child Protect Platform provides that record and helps the school prepare what it reports to the others.
The systems side by side
| System | Run by | Used for | Who uses it |
|---|---|---|---|
| MOE Safety Center | Ministry of Education | Reporting safety incidents in schools by app, website, LINE @MOESafetyCenter or call centre 0 2126 6565 | Students, teachers, parents, the public |
| Traffy EDU | Government, built on Traffy Fondue technology (announced August 2026) | Digital reporting of bullying, violence, sexual harassment, drug and mental-health problems so they reach the responsible agency | Students, parents, teachers, education staff |
| CPIS (Child Protection Information System) | Department of Children and Youth, MSDHS | Case management for government child-protection services | Social workers and agency staff |
| Police 191, medical 1669 | Emergency services | Immediate danger or injury | Anyone |
| MSDHS Social Assistance Centre 1300 | Ministry of Social Development and Human Security | Helpline for people needing social assistance, 24 hours | Anyone |
| School safeguarding system, for example Child Protect Platform | The school | The school's own confidential record: concerns, cases, evidence, referrals, audit trail | Safeguarding lead, authorized school staff |
Descriptions are based on Thai press reports and official channels as of October 2026. Always check official sources for current details.
What a school must still do itself
Keep its own record
Reporting to an outside channel does not give the school a record of what was known, when and what it decided. The school needs its own confidential case file.
Protect child data
Concerns contain sensitive personal data. Access should be limited by role and every view logged, in line with PDPA-aware practice.
Decide what to share
Share only what an agency needs. A referral pack prepared from the case keeps disclosure minimal.
Show what it did
Parents, inspectors and agencies ask what the school did and when. The chronology and audit trail answer that.
A typical path for a Thai school
A student tells a teacher, a parent writes, or someone uses the school's anonymous reporting link or QR code.
The concern is triaged, urgent cases escalate automatically, and evidence is stored with integrity checks.
Emergency services come first. The case records what was done.
The school reports through the MOE Safety Center, Traffy EDU, its agency contacts or the 1300 helpline. Child Protect does not submit these reports for the school.
The referral log keeps what was sent, when and the outcome, so the school can show its response.
Where Child Protect fits
Child Protect Platform
The school's own safeguarding system: anonymous reporting, case management, evidence preservation, referral packs and audit trail, in Thai and English.
Child Protect Academy
Child-safety training for students, parents and school staff, with video lessons, quizzes and digital certificates.
What it is not
Not a government system, not an internet filter, and not a replacement for emergency services. It does not submit reports to the Ministry, CPIS or the police.
Common questions
Which agency should a school report child abuse to in Thailand?
In immediate danger call police on 191 or medical emergency on 1669. The MSDHS Social Assistance Centre helpline is 1300. Schools can also report through the MOE Safety Center and Traffy EDU. Follow the school's legal duties and official guidance.
Does a school still need its own safeguarding system if it uses the MOE Safety Center?
Yes. The MOE Safety Center is a Ministry reporting channel. A school still needs its own confidential record of each concern, the evidence and its response.
What is CPIS?
CPIS is the Child Protection Information System operated by the Department of Children and Youth under MSDHS for social workers and government child-protection services. It is not a school safeguarding system.
What is Traffy EDU?
A digital channel announced by the Government in August 2026 for students, parents, teachers and education staff to report bullying, violence, sexual harassment, drug and mental-health problems, built on Traffy Fondue technology.
Does Child Protect integrate with CPIS, the MOE Safety Center or Traffy EDU?
No. Child Protect does not submit reports to, or integrate with, any government system. It helps the school prepare a referral pack and records what the school sent.
